can you get VAC banned

my friend said he got VAC banned from MW3 for using external console... I just wanted to know because I wanted to ad a movieconfig to this clips

All external programs that edit things ingame are a risk to use for a VAC or any other Anti cheat ban. Using these programs are on own risk.
