I want to add a weapon to COD4 (http://www.cfgfactory.com/downloads/show/5abe8404cd4b0 this to be specific) but I do not want to replace the other rifles, I want to add it as one more option.

Yes of course. You can just rename the file inside weapons/mp and add that to your mod.csv, then in game type /give , using the name you chose for the weapon file.
