You don't have to make them, just download some from there:

download codtv it's with inbuilt tweaks creater
or do /devmap mp_(the map you wan't)
open console paste this withou ( ) (bind F5 "^1Crash!;r_filmtweakEnable 1;r_filmtweakBrightness 0.27;r_filmtweakContrast 2.3;r_filmtweakDarkTint 1.85 1.75 1.95;r_filmtweakDesaturation 0;r_filmtweakLightTint 0.50 0.50 0.50;r_gamma 0.98"
change the value's bind and name and then you will be fine

yes i find all this binds to game-com and your config is good but remake backlot

It goes along the RGB scale for both dark and lighttint so just find a good medium
