cod4 fps cap issue please help

so, my gear is @
i7-4790k OC 4.4ghz
2x GTX 970's
32gb ddr3 2400hz RAM
z97-pro motherboard.

i am getting a super weird issue with my fps cap, i turn fps to 1000 or 0 to reach maximum fps i can handle. and it get stuck at a usual fps or around 653 for a while and every now and then stoops down to 508 -500 fps and sits at it for a second or two. anybody know why i might be getting this issue, as it does the same thing whether on MAXED setting or LOWEST settings. exact same fps issue. i run my 970's in SLI or in single GPU and still same issue also. HELP ME.....

I think you actually can't go over that fps cap. Tbh you only really need 125, 250 and 333 fps.
