As the title suggests I want to know if this is possible or not.

I had success with installing camos other people's public Custom Models set.

However, after playing with a lot of files and using some tools I got lost a bit.
And now I'm wondering that if all those attempts are worth it? (speaking of technically possible without a raw-folder)

Perhaps someone can quote on this. I'd really appreciate that.

Yes you can.
Raw folder need to create mod.ff with custom models, just need to rename mod.ff to all _load.ff maps.
